It depends on your users and your obligations. Hosting nearby cuts latency for local teams; a specific location may be imposed by a contract or a regulation. The choice is settled at scoping, not on principle.
Can you take over existing infrastructure?
Yes. A survey comes before any recommendation: what works is kept, and only what carries real risk is replaced.
Do you actually test backups?
Yes. A backup that has never been restored is not a backup. Restores are exercised and the recovery time is reported to you.
